本書將臺灣近年所累積之農村社區培訓管理實務，以ISO 10015國際訓練管理標準之架構，從農村再生政策目標，連結到農村社區培訓需求界定、課程設計、實施執行、過程檢核及成效評估，涵蓋五環週期體制，依序是計畫(Planning)、設計(Design)、執行(Do)、查核(Review)及成果(Outcome)，簡稱PDDRO模式，編製出一套適合臺灣及其他有需求國家之農村社區培訓管理標準機制，可提供國際或國內機關作為標準直接使用，促使農村社區邁向活化再生、自主經營、永續發展的最終目標。
