我國汽車貨運產業導入績效運籌模式之研究-以貨車租賃為例

公路汽車貨運產業為關鍵物流服務業,承運國內內陸運輸95%以上之貨量,有必要隨著國際發展趨勢,發展多元創新及具彈性之營運模式。歐美國家大貨車租賃已行之有年,近年更採用績效運籌模式(Performance-based Logistics, PBL),將單純大貨車採購或租賃轉為以無形「大貨車運行績效」為交易主體,不僅提高車輛運行績效與行車安全性,且降低了車輛供應商與貨運業者雙方的整體營業成本,同時提高貨運業者的運具生產力及營運彈性。
本研究首先就國內外績效運籌模式應用現況,系統性蒐集相關文獻及案例進行回顧,尤其著重於貨運相關產業之應用,其次,透過深入訪談,實際了解貨車供應鏈業者經營現況與挑戰,以及對導入績效運籌模式的看法及意見,並針對我國汽車貨運產業引進績效運籌模式之策略可行性進行分析,進一步探討國內貨運業者及利害關係人於導入績效運籌模式時可能帶來的永續效益及推動阻礙,包括貨車供應鏈產業、績效運籌營運模式、相關法規等面向之探討,並以重車為我國貨運產業導入績效運籌模式優先之對象,探討曳引車供應鏈導入績效運籌模式後可產生之經濟、環境及社會效益進行評估。
最後,全面檢討相關法制現況,並提出法制更新之修正方向建議,據此勾勒出理想藍圖架構,提出未來國家發展貨車績效運籌模式的理想產業及法制結構,期以更健全的法制環境為圭臬及指引,輔以整合的資訊、物流及金流平台為基礎建設,從車輛供應商到貨運關聯水平產業以至於收貨客戶,將車輛供應鏈有效串連起來,追求貨運車隊運行績效之改善,進而達成貨運永續績效指標之提升,以做為未來國家研擬推動績效運籌模式所需創新政策與執行方案之參考。
