銓敘部成立於民國19年1月6日，隸屬於考試院，掌理公務人員銓敘、保險、退休、撫卹事項，任免、考績、級俸、陞遷、褒獎之法制事項及各機關人事機構之管理等事項，以及各機關人事機構之管理等相關事項，為我國人事制度的核心機關。期能經由人事法制之檢討與整建，強化行政組織及提升公務職能，激勵整體公務人員士氣，建立專業、服務、效能之文官體系，提供人民更優質之公共服務。
序言／導讀
前 言
依據中華民國憲法增修條文第6條第1項、銓敘部組織法及相關人事法律之規定，本部掌理公務人員任免、考績、級俸、陞遷、褒獎等法制事項之綜合規劃研究及審議，以及全國公務人員銓敘、保險、退休、撫卹，與各機關人事機構之管理等相關事項；爰此，本部人事法制之規劃、研訂與推動，攸關我國文官制度之興革與公務人員之權益及工作士氣，亦關係政府行政效率與品質。而統計則運用科學方法，提供客觀具體之數據，以作為決策之判斷基礎，俾期決策更臻精確。
為提昇人事決策之品質，並提供各政府機關(構)施政、學術團體研究之參據，以及國際統計刊物交流，本部按年編印銓敘統計年報，主要內容為全國各機關(構)及公立學校職員各項人事業務之統計及分析，除藉以瞭解全國公務人員之人力素質、動態情形及銓敘審定外，更可客觀研析各項人事法制、政策之執行情形，以作為人事制度變革及人事政策擬訂之重要參考。
另為推廣銓敘統計之應用，本部亦將銓敘統計年報上載於「銓敘部全球資訊網」，以供各界查詢參用。本刊若有未臻周全之處，尚祈各界不吝指正，無任企感。
