In response to the development of global communications convergence and the subsequent changes of regulatory supervision, existing affairs of communications in Taiwan were integrated, and the Fundamental Communications Act and The National Communications Commission Organization Act (the NCC Organization Act) were announced in 2004 and 2005 respectively. Consequently, the NCC was officially founded on February 22nd, 2006.
The NCC is an independent body established in accordance with the Basic Code Governing Central Administrative Agencies Organizations. With reference to communications management experiences in advanced economies, the NCC integrated authorities from Directorate General of Telecommunications, Ministry of Transportation and Communications, and Government Information Office, of the Executive Yuan and specified the management and supervisory roles in telecommunications and broadcasting industries, so that communications supervision can become coordinated under one agency.
In response to the challenges by the wave of digitalization, Taiwan established the Ministry of Digital Affairs(MODA) on August 27, 2022. The NCC cooperated with the Executive Yuan to restructure the organization. Businesses of telecommunications infrastructure, information and communications security, spectrum management, digital inclusion, and international exchange on digital development are now transferred to the Ministry of Digital Affairs. The NCC is committed to policy planning, system and equipment supervision, market competition, and consumer rights. It is a professional, diverse, and efficient agency for improving the communications industry and environment, as well as enhancing the digital capabilities of Taiwan.

Information and communications technology continues to advance rapidly, with fifth-generation (5G) mobile communications and the Internet of Things (IoT) already playing a role in our lives. With the advent of the digital convergence era, information dissemination, consumer behaviors, and target demands have undergone significant changes. In response to evolving market demands, various enterprises have broken away from traditional industrial frameworks to develop digital services for the digital age. In the context of integration and convergence of telecommunications and broadcasting, new businesses have emerged, bringing both unprecedented impacts and challenges to the industry as a whole. With these changes in the communications industry ecosystem and business models, it has become a priority of the government to ascertain consumer behavior and acquire greater understanding of the supply and demand in the communications market when revising existing regulations in order to create a competitive industry environment and respond to relevant developments. The 2023 Communications Market Report is a comprehensive report by the National Communications Commission (NCC), representing the 7th annual survey and analysis report on both international and domestic telecommunications and broadcasting industry. Over the years, such reports have not only provided statistical data on the side of industry supply, but have also included market surveys on demands, offering a complete understanding of the current status and trends in the telecommunications and broadcasting markets. However, due to difficulties caused by the COVID-19 pandemic, the market survey on the demand side was canceled in 2021, while in 2022, as the situation with the pandemic remained unstable, interviews were conducted over the telephone. In response to international trends and Taiwan’s situation, the formerly four categories of survey—the telecommunications market, broadcasting market, broadband usage, and convergence development—have been consolidated into two categories— telecommunications and broadcasting. Starting this year, face-to-face interviews have been restored to obtain first-hand consumer behavior and information on innovative applications through a broad and in-depth questionnaire. The first section of this report details the method, implementation, and limitations of the survey. In the second section, developments in the international telecommunications and broadcasting industries are provided with key indicators in major countries or regions, such as the UK, the US, Japan, South Korea, Singapore, and Hong Kong, analyzed with data from International Telecommunication Union (ITU). Also, the structure of the international telecommunications and broadcasting industries and global trends in market demands, as well as major developments and trends in the international telecommunications and broadcasting market, industry responses, and countermeasures have been compiled. The third section provides an analysis of the telecommunications and broadcasting industries in Taiwan.
