In response to the development of global communications convergence and the subsequent changes of regulatory supervision, existing affairs of communications in Taiwan were integrated; the Fundamental Communications Act and The National Communications Commission Organization Act (the NCC Organization Act) were announced in 2004 and 2005 respectively. Consequently, the NCC was officially founded on February 22, 2006.
The NCC is an independent body established in accordance with the Basic Code Governing Central Administrative Agencies Organizations. With reference to communications management experiences in advanced economies, the NCC integrated authorities from the Directorate General of Telecommunications, the Ministry of Transportation and Communications, and the Government Information Office of the Executive Yuan and specified the management and supervisory roles in the telecommunications and broadcasting industries, thereby consolidating communications supervision under a single agency. The NCC is committed to policy planning, regulatory supervision, market competition, resource management, and consumer rights protection, embodying professionalism, diversity, and efficiency to strengthen the communications and broadcasting industry environment and enhance digital capabilities of the economy.

序言/導讀

As the regulatory agency for communications in Taiwan, NCC promotes development of the communications industry, safeguards consumer rights, and promotes freedom of speech and media diversity in response to the changes in the global communications technology and industry. The telecommunications industry in Taiwan is undergoing rapid changes, with the market currently facing challenges such as mergers among operators, cross-sector competition, and advancements in technology. In addition, to ensure fair competition and maintain market order, the NCC actively monitors the industry through a robust regulatory framework, requiring operators to adhere to service quality standards in their service provision. As the era of digital convergence advances, traditional television and broadcasting services are gradually transitioning to those that are internet-based, impacting the existing media market. With a view to ensuring fair competition, the NCC is actively adopting governance models from advanced countries and is progressively incorporating internet and audiovisual services into its regulatory framework. Furthermore, internet content governance encompasses a wide range of issues, such as disinformation, financial scams, digital platform regulations, and revenue-sharing mechanisms with news media, topics that continue to be closely monitored by regulatory agencies in the communications sector worldwide. To align with the governance model of the digital age, the NCC established the "Internet Communications Office" in 2023, aimed at enhancing governance in the communications sector and ensuring a fair and secure online communications environment. The NCC is dedicated to creating a universally accessible radio and television environment, actively conducting professional training to improve media literacy, and protecting the public's rights to express and access diverse information, thereby upholding media diversity and freedom of speech.
