序言/導讀
Assessments of the current global security situation show that, as the U.S. and PRC continue to engage in strategic competition, the international situation is intricate and complex with rising geopolitical risks. The ongoing Russia-Ukraine war as well as armed conflicts in the Middle East and between India and Pakistan have kept countries at heightened awareness. To ensure their security and development, major countries around the world have adjusted their national defense policies and strengthened their defense capabilities in response.
The PRC has continued its military expansion in recent years, and frequently engages in military activities in the East China Sea, Taiwan Strait, and South China Sea, projecting its air and sea power beyond the first island chain. This poses a threat and challenge to security in the Indo-Pacific region and even the world. There are many signs of the PRC’s belligerence and expansionism, and the PRC is putting pressure on surrounding countries through gray zone harassment and intrusions, causing high concern in the international community. Furthermore, the PRC conducts joint operational readiness patrols and targeted
military exercises against Taiwan without warning, attempting to create the model of invading Taiwan by turning training into exercises and turning exercises into war. This has destabilized the situation in the Taiwan Strait and encouraged countries with similar democratic ideologies to strengthen their security cooperation.
In the face of shifting global strategic situations, escalating regional security challenges, and the threat of the PRC, I have become deeply aware of the complexity of national defense affairs since taking office as the Minister of National Defense. I understand the necessity of building on existing foundations by further implementing pragmatic and innovative policies, seeking new ways of thinking and methods, and strengthening force buildup and combat readiness in order to ensure security for the nation, our national defense, and the people of Taiwan. First, human resources have always been a key asset for
forces. We uphold the philosophy of being people-oriented, implemented“focusing on the essentials”, and eliminated formalism for service members to focus on combat readiness training and improve organizational performance.
At the same time, the ROC Armed Forces builds combat capabilities for “multi-domain denial, resilient defense” based on the military strategy of “resolute defense and multi-domain deterrence,” adopting a strategy of erosion and the concept of asymmetric warfare, integrating the nation’s overall capabilities, and further extending combat readiness during peacetime to respond to gray zone harassment and intrusions. The ROC Armed Forces is also strengthening civilian-military integration mechanisms through whole-of-society defense resilience. In recent years, the ROC Armed Forces has formulated
defense operations that are verified through immediate response exercises, realistic combat training, unscripted Exercise HAN KUANG, and joint exercises, aiming to build rapid response forces with high combat readiness. The ROC Armed Forces has created a common operation picture for the kill chain that integrates various weapon systems and equipment to form a kill web, in hopes of building multi-domain defense capabilities to deter the enemy from invading.
In terms of resources, the government is gradually increasing its defense budget to continue strengthening capabilities, and focuses on building asymmetric warfare capabilities, strengthening defense resilience, enhancing the reserve forces, and consolidating response capabilities for gray zone tactics. The government is making iterative adjustments to the force structure of the ROC Armed Forces in coordination with the schedule for acquiring (transitioning to) new weapon systems and equipment. In addition, through self-reliant national defense and acquisitions, the Ministry of National Defense (MND) is accelerating the acquisitions of new weapon systems and equipment in response to the development of innovative technologies and changes in the modern battlefield. Meanwhile, the MND has established the Defense Innovation Office (DIO) to develop advanced weapon systems and equipment suitable for future combat scenarios, thereby laying the foundation for defense technology capabilities. The MND has also introduced innovative technologies and currently available equipment
in the private sector to accelerate capability growth, focusing on advanced technologies and AI applications. In conjunction with the government’s industrial development strategy, the MND is establishing a Non-PRC supply chain for drones and unmanned surface vehicles, developing domestic Research and Development (R&D) and production capabilities to create mutual benefits for national defense and the economy.
In this crucial time, with both opportunities and threats, the MND is continuing to develop crossdepartmental collaboration frameworks for all-out defense mobilization according to the government’s policy guidance regarding whole-of-society defense resilience, thereby building comprehensive national power. The MND is actively promoting all-out defense education, and instills all citizens with the concept of shouldering burdens together for national security. At the same time, the MND continues to actively engage in exchanges with international think tanks through visits between high level officials
and strategic dialogue, and is increasing military and security cooperation with friendly and partner countries to fulfill our commitment to cooperatively maintain peace. Defending national security is the ROC Armed Forces’ most critical mission, and both military and civilians share the belief that we must safeguard our homeland. The service members of the ROC Armed
Forces will always be at the front lines when the nation needs them the most, where they will establish resilient lines of defense. We firmly believe that national security is built on the foundation of solid combat readiness, and being prepared and willing to fight is the only way to respond to severe threats and challenges and gain advantages from taking the initiative. This will deter the enemy from starting war. The publication of this report represents the commitment of the ROC Armed Forces to exert every
effort in force build up and combat readiness to resolutely defend our sovereignty. We look forward to any encouragement, support, and advice from all sectors. The national defense of the ROC is not just the responsibility of service members, but relies on everyone working together to jointly protect our nation and defend our homeland.
