銓敘部成立於民國19年1月6日，隸屬於考試院，掌理公務人員銓敘、保險、退休、撫卹事項，任免、考績、級俸、陞遷、褒獎之法制事項及各機關人事機構之管理等事項，以及各機關人事機構之管理等相關事項，為我國人事制度的核心機關。期能經由人事法制之檢討與整建，強化行政組織及提升公務職能，激勵整體公務人員士氣，建立專業、服務、效能之文官體系，提供人民更優質之公共服務。
