To cope with the rapidly changing global economic environment and fierce industrial competition, innovative research and development within industrial science and technology has become crucial for spurring national industrial competitiveness and driving economic growth. The Taiwanese government, which has a strong focus on globalization, is fully devoted to positioning the nation, actively promoting innovation, ensuring continuous industrial development, encouraging multi-dimensional integration of resources, and mastering key factors for industrial competitiveness, such as quality, creativity, and speed, to rapidly bolster the international competitiveness of Taiwan in industrial research and development.To help the industrial sector maintain its competitive advantage and to keep the nation connected to global progress in technology, with the aim of establishing an "Innovative Economic System" in the future, the Ministry of Economic Affairs (MOEA) is heavily involved in innovative technology and resource development. Moreover, in line with the "Challenge 2008: National Development Plan" initiated by the Executive Yuan, the MOEA also has actively promoted the "International Innovation and R&D Center Project", the "Industrial Value-added Heightening Project", the "Digital Taiwan Plan", and the "Business Headquarter Project", by focusing its policy implementation on industrial technology. Additionally, the Ministry directs a portion of governmental and private R&D resources to innovative R&D to initiate and create an environment in Taiwan to attractive to international investors and to transform Taiwan into a global hub for production, supply, and high-value added industrial R&D. The MOEA has published the White Paper on Taiwan Industrial Technology since 1995. The White Paper scrutinizes industrial policy, technology development and trends, international appraisals and other major issues, and achievements in technology development. This publication aims to enhance understanding of the objectives of Taiwan's industrial development and government industrial policy.The 2005 edition of the White Paper contains the following four chapters: Chapter 1: The Trend of Innovation and R&D and the Challenges of Economic Growth in Taiwan: This chapter compares the competitiveness of Taiwan and other major nations in terms of industrial R&D innovation, competitiveness, and innovative systems, and analyze Taiwan's economic achievements, and presents corporate issues and innovation and business trends.Chapter 2: Policies and Measures for Developing Industrial Technology in Taiwan: This chapter outlines current policy, innovative strategies, and other future measures concerning industrial technology in Taiwan.Chapter 3: Taiwan Key Industrial Technology Research and Development: This chapter focuses on 30 aspects of current and future technology development from the top 13 industries in Taiwan.Chapter 4: Important Issues for National Industrial Technology Development in 2004: The chapter stresses related to domestic technology improvements and economic promotion. The White Paper on Taiwan Industrial Technology has long been a respected publication among industrial, governmental, academic, and social circles since its inception. In the planning, writing, and publishing of the present volume, the Ministry has sought further to improve the content and quality of the publication. We are greatly indebted to the members of the publication committee, eminent industrial participants, and various experts for their valuable suggestions, corrections, and contributions during the discussions on this volume. We also wish to express our sincere thanks to experts at the following institutions for their crucial assistance during the development of this work: the Industrial Technology Research Institute, the Chung-Shan Institute of Science Technology, the Animal Technology Institute of Taiwan, the Taiwan Institute of Economic Research, the Development Center for Biotechnology, the Metal Industries Research and Development Center, the Food Industry Research and Development Institute, the Taiwan Textile Research Institute, the Institute For Information Industry, and the Precision Machinery Research Development Center. Owing to the vast scope of industrial technologies, some important details may have been omitted in compiling this publication.
