This Agency is the first specialized anti-corruption authority established in accordance with the United Nations Convention against Corruption, which is not only the competent authority for anti-corruption and corruption prevention strategies, it also has the function of a prosecuting authority in terms of corruption investigations. Namely, it has both the function of preventive anti-corruption and eradicating corruption. To strive to meet the society’s expectation on us, in the past year, our colleagues in the Agency, working along with all government employee ethics unit, did not relax for a day and the collaboration has produced great results in all anti-corruption work.
In 2018, the Agency completed the first international review of the first state report for United Nations Convention against Corruption, which is beneficial to the stipulation of general anti-corruption policies and the improvement and elevation of the legal system, which sets an important milestone for Taiwan’s anti-corruption work. Meanwhile, we continued our studies on the amendment bills of the Act on Property-Declaration of Public Servants, Act on Recusal of Public Servants due to Conflicts of Interest, and the Classified National Security Information Protection Act and that of the stipulation of the Whistleblower Protection Act, in order to complete the anti-corruption laws and strengthen human rights protection.
With respect to expanding the social participation of anti-corruption initiatives, the Agency is devoted to the promotion of integrity education to deepen the anti-corruption idea. We implement the idea of “Anti-corruption Platform” as an integral governance across different sectors by promoting professional ethics and strengthening the self-discipline and internal control in all sectors. Regarding corruption prevention, we utilize the anti-corruption report platform of the Central Anti-Corruption Committee and all other authorities to coordinate the anti-corruption policies and strengthen the supervision and review of its implementation, and to establish administrative transparency. For the high-risk affairs, a project review will be reinforced to exhibit the anti-corruption preventive function, particularly the efforts in stop profiting to prevent public servants from violating the laws and to pro-actively take up responsibilities with an accelerated effectiveness. With respect to eradicating corruption, we implement the external supervision mechanism of anti-corruption review committee by the direct involvement of the on-site prosecutors in the investigation process to elevate the investigation quality and conviction rate. The prosecutors also cooperate in preventing money-laundering crimes and strengthen corruption eradication.
In addition, 2018 was an important time for this Agency to communicate with the international society. Besides our continuous participation in international conferences and promotion of collaboration in law enforcement, and exchanges of practical experiences with several chief officials in charge of anti-corruption affairs in our diplomatic allies in Latin America as well as representatives of international NGOs, we also planned and proposed a collaboration agreement to strengthen the resolution in preventing and diminishing corruption in us and our diplomatic allies.
“Clean and competent government” is not just the key to people’s trust in the government, it is also the index of competitiveness and development of a country and it affects the international society’s view and evaluation of Taiwan. In the future, we will continue to push forward and improve our diverse anti-corruption work to shape the citizen’s consensus and support for zero tolerance on corruption and to jointly defend our clean homeland.
