序言／導讀
Taiwan Herbal Pharmacopeia (THP) is the Official Herbal Pharmacopoeia of Taiwan. It contains the national inspection standard specifications of herbs and provides a basis for the quality control standards of Chinese medicines. Because of the rapid development of medical sciences and technology in the world, new analytical methods have been innovated. The Ministry of Health and Welfare (MOHW) started the editing of the third edition of the THP, establishing the quality control specifications of Chinese medicines, promoting the homogeneity of the quality of Chinese medicines, ensuring the efficacy and the safety of medicines for the public. In viewing the quality control and use of Chinese medicine in Taiwan in recent years, the content of the second edition of THP was comprehensively reviewed and revised.
In order to continue to edit the THP and meet the advancement of the quality control specification and the new detection methods of herbal pharmacopoeia in the world, and the new herbal regulations, since 2013, the MOHW has successively entrusted Da-Yeh University, Tajen University, China Medical University, Hungkuang University, Medical and Pharmaceutical Industry Technology and Development Center, Hsin Sheng Junior College of Medical Care and Management, I-Shou University and Taipei Medical University, together with the National Research Institute of Chinese Medicine and Pharmacy and Taiwan Food and Drug Administration of MOHW, to carry out joint research on the specifications of Chinese herbs and herbal preparations.
Through the recommendation of the members of working group of the third edition of THP, more traditional Chinese medicine (TCM) experts from government, academic and industry were invited to participate in the editorial committees. Based on the contents of the work, four sub-committees, including, "Source origin research group", "Chemical specifications group", "TCM preparation group" and "Clinical Chinese medicine group" were formed. The teams provided a platform to discuss and review related matters through regular meetings. After a total of 69 meetings, the third edition of THP was completed.
In the third edition of THP, 55 monographs of Chinese herbs and 2 monographs of TCM preparations were added, with a total of 357 monographs, including 329 monographs of plant sources, 13 monographs of animal sources, 6 monographs of fungi sources, 3 monographs of insect sources and 4 monographs of mineral sources. Two monographs of TCM preparation including Jia-Wei-Siao-Yao San concentrated preparation and Huang-Cin concentrated preparation were added. Six new monographs originated from Taiwan's native species, including Dendrobium tosaense Makino, Bletilla formosana (Hayata) Schltr., Orthosiphon aristatus (Blume) Miq., Pteris multifida Poir., Litsea cubeba (Lour.) Pers., and Uncaria lanosa Wall. var. appendiculata Ridsd., were added. The "Usage and Dosage" of some monographs were amended based on the clinical classics and experience of TCM practitioners. "Property and Flavor " and “Meridians and Tropism” were added in each of the 355 monographs. In the general rules, two general rules for the concentrated TCM preparation and concentrated TCM tablet were added. In order to make the inspection method more perfect and in line with the international standards, the thin layer chromatography identification method of 154 monographs has been added or revised and the ratio has been increased from 87% in the second edition to 90%. The assay of High-performance liquid chromatography of 139 monographs had been added or revised and the ratio increased from 35% in the second edition to 61%. The limit of abnormal substances such as heavy metals, sulfur dioxide, pesticide residues, aflatoxin and microorganisms promulgated by The MOHW previously were added in related monographs. With scientific and systematic improvement of the quality control specifications of Chinese medicines, we aim to promote the internationalization of Chinese medicine and the development of Chinese medicine industry.
