Welcome
On behalf of the 2019 The International Conference on Science and Technology (2019 TICST) organizing committee, it is my great pleasure to welcome you to join 2019 TICST, an IEEE-Sponsored meeting which will be held in Pingtung, Taiwan, from November 22nd to 24th, 2019. The conference focuses on bringing researcher
together to share research and experiences in the area of science and technology, and it has followed meetings in Bangkok (2015 and 2017). The 2019 TICST has three keynote lectures by, Professor Sergei Ovchinnikov (Kirensky Institute of Physics,Federal Research Center Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences, Russia), Professor Pin-Han Ho (University of Waterloo, Canada) and Professor Mitsuhiro Fukuda (Hyogo University of Teacher Education, Japan). About 150 participators from 8 countries have registered so far.
In total of 6 session with 63 oral presentations and 29 poster presenters have been selected from the submitted full paper/abstracts to report their latest innovative works and give prospects on science and technology, including

Pingtung has a justifiable reputation as a lush and prosperous region in Taiwan. The terrain of Pingtung provides many excellent hiking and swimming options to balance with delightful academic discussions. We are confident that 2019 TICST will be a stimulating meeting in the tradition of past TICST conferences.
