Taichung City Mayor Lu Shiow-Yen
Taichung is a happy and very livable city, offering a warm, comfortable home to so many. My city government team and I have the responsibility of overseeing this city and our policies can be categorized into three categories: Sunlight, Air, and Water. This translates into promoting open and transparent governance, protection of our air and environment, and a flourishing local economy as lively as flowing water. In such ways, we look forward to working alongside our citizens to create a beautiful Taichung.
Economic development is one of our core missions and our economic policies focus on three major areas, namely the “storefront, back factory, and free port”. This refers to making Taichung's products visible by association (“storefront”), strengthening industrial techniques and capabilities (“back factory”) and creating a rich city with the support of laws and initiatives (“free port”). We are also creating a better investment environment by integrating our transportation links (seaport, airport and High Speed Rail), establishing a single service window for Taiwanese business investments, and setting up the Taichung City Economic Development Consultation Council. Furthermore, construction of the Shuinan International Convention Exhibition Center officially started in March, 2019 and this facility is expected to become a key venue for Taichung's MICE (meetings, incentives, conferences, exhibitions) industries. This center will help consolidate and pair international resources, thereby attracting further investments in the Greater Taichung region and helping to realize the goal of a "Prosperous Taichung, Wonderful Life".
Promoting a festival economy is another focus area for stimulating local business growth. Large festivals and events are great opportunities for local and international visitors to know Taichung better. We hosted our very first Taichung Shopping Festival from July 10 to August 18, 2019, successfully attracting shoppers from other cities and counties and generating over NT$2.5 billion in business revenue. Taichung City is also hosting the Taiwan Lantern Festival in 2020 and will be welcoming many more visitors to the city.
To help our residents enjoy high-quality lifestyles with pleasant blue skies, we are working hard to improve central Taiwan’s air quality. In addition to proposals to the Executive Yuan to retire the Taichung Power Plant's four old coal-burning generators, the city government is managing and restricting this power plant’s bituminous coal volume permits. We have also set up an environmental protection project auditing team and put up air quality microsensors to actively improve our air quality.
This Taichung handbook presents the city’s hard and soft infrastructure, arts and culture, and local tourism attractions. We hope you will enjoy observing and experiencing a rich, diverse and continuously improving Taichung.
