The AAC has been responsible for planning the national integrity policy since being established based on the United Nations Convention against Corruption (UNCAC) in 2011. Moreover, the Agency executes anti-corruption, corruption prevention and corruption investigation tasks, implements the Sunshine Act according to the core principle of “treating both the symptom and the root cause” to control the risk, elevate the participation of society, strengthen the national anti-corruption awareness, therefore preventing and combating corruption effectively. The Agency had a great achievement on the anti-corruption work in 2019. The Transparency International announced that Taiwan ranked 28th globally in the “Corruption Perceptions Index” which exceeded 84% of the rated countries and regions, reaching the record high. It shows that our establishment on anti-corruption is being recognized internationally. This was a success achieved by the collaboration of the Agency and the ethics personnel altogether, with the common goals of creating the greatest public welfare and implementing the core integrity value.
In the anti-corruption aspect, the Agency believes that the education for integrity and ethics must be cultivated fundamentally. Therefore, the Agency contributed to the promotion of campus ethical education, for example, launching the “Advocacy Bus Tour for Anti-Corruption Education on Campus”, ethics camp, stage plays, etc. At the same time, we carried out promotion of “Illegal Enrichment and Convenience for People”, outsourced research project on the corruption prevention mechanism for the private sector, and integrity forum for the foreign businesses and enterprises. With the cross-sector communication channel established, we hope that it could be a stimulus to encourage the society, private sectors and non-profit organizations to jointly put effort in the anti-corruption work. In the corruption prevention aspect, the Agency transits from the traditional role of “malpractice revealing” to “risk alerting”. Meanwhile, we constantly improved the administrative transparency measures in government agencies, and developed the procurement integrity platform, in order to protect major national constructions, our team contacted regularly with the colleagues in the agencies to provide the consultation about the risk of the procurements, so as to adopt the corresponding prevention measures in a timely manner. In the corruption investigation aspect, the Agency has established the regulations on non-disclosure of investigation contents. By constantly adopting the external supervision mechanism of “Clean Politics Advisory Committee” and the direct involvement of the “resident prosecutors” in the investigation process, we refined our investigative measures and strengthened case handling efficiency. In order to improve the knowledge and ability of field work, we selected officials to attend training courses in American International Institute of Polygraph, USA, to acquire the professional polygraph license.
In addition, 2019 for us was also a glorious year of gaining huge diplomacy success. In order to connect with the global anti-corruption trend with concrete actions, the Agency attended the 28th and 29th Anti-Corruption and Transparency Experts Working Group (ACTWG) conferences held by Asia-Pacific Economic Cooperation (APEC) in Chile and reported our progress and achievement on the anti-corruption work based on the UNCAC. Furthermore, in the 30th year of the diplomatic relation with Belize, and also the 8th year of establishment of the Agency, President Tsai witnessed the first anti-corruption cooperation agreement signed between us and our ally. Henceforth, we would collaborate in fields such as “exchange and visit”, “professional skills”, and “law enforcement information sharing”, to create a stable foundation for developing collaboration on integrity. After the Agency held the International Review Meeting of the ROC’s Initial Report under the UNCAC in 2018, we have continuously optimized the anti-corruption policies, laws, rules and measures, held academic conferences, conducted regular follow-up actions on the implementation progress, and will present the implementation status in the interim report of concluding observations, and the ROC’s second national report (announced every 4 years), to show our effort on promoting integrity.
In the future, the Agency will continuously show our determination for achieving the goal of “Clean and Competent Government, Transparent Taiwan and Aligning with International Standards”, and grasping the society’s changes precisely, enriching our country with abundant anti-corruption energy, implement laws, rules and policies related, and assess the integrity status of the government agencies; after the evaluation, the advantages of the agency will be listed to demonstrate highlights of the integrity policy and the result of good governance, making Taiwan a more clean and competitive country.
