序言/導讀

Facing changes in the global and international trends, the Agency firmly adheres to the vision of “Clean and competent government, Transparent Taiwan, and Aligning with international standards” to steadily implement the United Nations Convention against Corruption (UNCAC), upholds a pragmatic working manner, and dedicates to anti-corruption work. Every step we take is all aiming to surpass what we had achieved before to make us even better. After 10 years of unremitting efforts, Taiwan has accomplished excellent achievements in several international integrity evaluations in 2021 and has been widely recognized by international communities: Transparency International (TI) has published the 2021 “Corruption Perceptions Index” (CPI), and Taiwan ranks 25th in the world, which is the highest rank we have ever reached since the first CPI report was published in 1995; TI also releases the “Government Defence Integrity Index” (GDI) that Taiwan ranks 6th around the world; and TRACE, a non-profit organization dedicating to global commercial anti-bribery, transparency, and good governance, has also published the “2021 Bribery Risk Matrix”, in which Taiwan ranks 15th all over the globe, the 1st among all Asian countries. In order to improve the pattern and connotation of anti-corruption works, the Agency implements the assessment of risk events and internal staff, and takes immediate preventive actions to strengthen risk management. For major public constructions, the Agency also instructs the Government Employee Ethics Units at all levels to assist the heads of agencies and organizations in establishing “Government Procurement Integrity Platforms”. With the platform’s core mechanisms of cross-domain cooperation, public-private collaboration, administrative transparency, and public supervision, we hope to achieve the goal of “Cooperation with agency, Co-prosperity with country.” We will continue to hold, cross-departmentally, the Foreign Business and Enterprise Integrity Forums, and invite benchmarking domestic and foreign companies to share experiences of corporate compliance and integrity paradigm to assist the private sectors in establishing a forward-looking vision, grasping international trends, and building a high-quality investment environment. Furthermore, in response to energy transition―the national governance goal and also an international trend, we attempt to exclude illegality from green energy constructions through special examinations, ensuring significant policies to carry out smoothly. What’s more, we promote the “Integrity Award” to encourage heads of government agencies and organizations to take the lead, have a reflective view, and thus enhance internal transparency measures. By this, we are able to expand the benefits of the award as a paradigm, and shape an overall organizational culture with positive chain effects. In 2021, at a time in which the world was continuously affected by the COVID-19 epidemic, the Agency still managed to proactively promote international affairs, distribute and share Taiwan’s anti-corruption efforts in every aspect, so that the world could understand Taiwan through the perspective of clean government. We actively attended the virtual conference of APEC Anti-Corruption and Transparency Experts Working Group (ACTWG) to report the progress and achievements of Taiwan’s implementation of UNCAC requirements. Besides, we also shared Taiwan’s experience in advocating anti-corruption as well as practical measures in the private sector with our international partners (those which embrace similar values with us) at the third “U.S.-Taiwan Consultations on Democratic Governance in the Indo-Pacific Region” in 2021, promoting the significant achievements of Taiwan in clean governance. In addition, to demonstrate the determination to conform to international anti-corruption policy frameworks with practical actions, after the international review of the first UNCAC national report was previously held in 2018, the Agency have compiled and completed the second national report in 2021, and the second international review will take place in late August 2022. Through continuous overall self-examinations and practices of anti-corruption reforming in the past four years, we are looking forward to sharing our feedbacks and links with the world. After 10 years of hard work, there have been certain achievements in anti-corruption. However, AAC still shoulder the ardent expectation of the general public to promote, advocate, and implement our policy with four key points: Professionalism, Integrity, Proactivity and Role Transition. Our mission is to build a government with efficacy, transparency, and responsibility. With an open and innovative thinking, we shall break through the existing frames, surpass ourselves, and present to the world Taiwan’s philosophy and determination to combat corruption. Let us work together to make Taiwan much cleaner and more transparent in terms of governance, and make more significant integrity achievements for the next decades.
