序言/導讀

The global order is gradually being restructured in the post-COVID-19 era, and new challenges continue to emerge. The Agency is constantly changing as we adhere to the vision of "The Clean, Competent Government, Transparent Taiwan, Integration into Global Community" and follow the "United Nations Convention against Corruption (UNCAC)" requirements to continue to advance. Taiwan has responded to the ever-changing trends and faced the torrent of world changes by standing firm, holding on to our true values, and moving forward. We won numerous international community recognitions in 2022. Taiwan ranked 25th worldwide in the "2022 Corruption Perceptions Index (CPI)" published by Transparency International (TI) and has maintained our best performance in history since the index was announced in 1995. Taiwan also ranked 6th according to the "Perceptions of Corruption in Asia, the US, and Australia in 2022" report in the "Asian Intelligence" journal published by the Political and Economic Risk Consultancy, Ltd (PERC). The average score is 5.03, the best result since the survey began. However, our pursuit of integrity and transparency did not stop here. Taiwan also ranked 6th in the "2023 IMD World Competitiveness Yearbook" released by the International Institute for Management Development (IMD) in Lausanne, Switzerland, which reached a record high in 2013. Our national integrity building has reached a new milestone as the Agency promotes innovative thinking, continuously integrates the power of corruption prevention through cross-domain collaboration, and strengthens corporate anti-corruption efforts. The "Government Procurement Integrity Platform" has expanded in scale and scope, and has gradually promoted administrative transparency and public oversight to ensure the smooth completion of major national construction projects. The "Enterprise Service Integrity Platform" trial implementation has continued to promote the enterprise integrity concept, develop a two-way communication channel between the public and private sectors, and provide measures to streamline administration and provide convenience for people. The goal is to unveil the myth between abuse of public power for private profit and convenience for people, thus to establish a high-quality atmosphere where public servants assume their responsibilities without fear, and people can invest in enterprises with peace of mind. The "Integrity Awards" trial evaluation has encouraged government agencies to follow the integrity model and use self-inspection procedures to strengthen the risk control mechanism and introduce integrity innovations. To strengthen our country's anti-corruption laws, the Agency has also amended the "Act on Property-Declaration by Public Servants" to include property declaration and announcement obligations for the parliament members and candidates to adhere to the Sunshine Law's open and transparent spirit. The ongoing promotion of the "Whistleblower Protection Act" legislation demonstrates our country's commitment to a clean and competent government. By providing a thorough protection system for whistleblowers to report illegal acts with peace of mind, we can effectively crack down on illegal behaviors within government agencies and private enterprises, meet the expectations of all sectors of society, and align with the international anti-corruption trend. While other countries are seeking to recover from the chaos of COVID-19, Taiwan has already made headway against the wind to publish the "ROC’s Second Report under the UNCAC" in 2022 and hold international review meetings to show Taiwan's efforts and determination to voluntarily adhere to the Convention. Subsequently, the Agency has collaborated with all sectors to put various concluding observations into action, set up objectives for comprehensive implementation through the incorporation into the "National Integrity Building Action Plan." Meanwhile, the Agency has been organizing the inaugural “Integrity Awards” in 2023, aiming to promote a culture of integrity throughout the public sector. This will encourage agency leaders and colleagues to jointly engage in integrity governance and uphold the spirit of the Convention. The Agency is also actively extending the range of international cooperation in partnerships for integrity and anti-corruption. In addition to continuing to participate in the Asia-Pacific Economic Cooperation (APEC) Anti-Corruption and Transparency Experts Working Group (ACTWG) related meetings and workshops, we also traveled to Washington, the capital of the United States, to participate in "20th International Anti-Corruption Conference (IACC)" hosted by Transparency International to learn the international trends and practices of striking corruption, while co-organizing a series of activities of the "2022 Indo-Pacific Youth Exchange on Anti-Corruption" with domestic and foreign non-governmental organizations and academic circles to enter a new chapter of friendship establishment with integrity. Furthermore, the "U.S.-Taiwan Initiative on 21st Century Trade" negotiation, which included the topic on "anti-corruption" for the first time, demonstrated our country’s cumulative implementation results of the Convention over the years and injected new strength into promoting future trade relations between Taiwan and the U.S. As the "making friends with integrity " initiative gains traction, the Agency and the Ministry of Justice's Investigation Bureau will co-host the Global Cooperation and Training Framework" (GCTF) International Anti-Corruption Workshop with the United States, Japan, Australia, and other countries in 2023 to strengthen transnational and multilateral cooperation and further expand Taiwan's international exposure. Our country's integrity governance has laid a solid foundation on this beautiful island, and it has overcome numerous challenges and trials to establish a firm foothold. However, we must remain steadfast and promote various anti-corruption efforts in the spirit of "Professionalism, Integrity, Proactivity and Service" to keep pace with the times and the rapidly changing environment. We must align with international standards with an open mind, while thoroughly inspecting the domestic anti-corruption work, and bringing together all public and private sectors, non-governmental organizations, academic groups, civil society, and even the international community to jointly prevent and combat corruption. The goal is to face various challenges as we carry on the past and usher in the future, and demonstrate Taiwan's tenacity in combating corruption and promoting integrity worldwide.
