2021臺灣高齡健康與長照服務年報延續2020臺灣高齡健康與長照服務年報的架構，統計指標亦分為人口、經濟、健康狀況、預防保健與行為、醫療與長照、社會參與及居住安排等6大類，此次新增指標如下：於第二章經濟中新增國民年金核付人數，第三章健康狀況中新增健康平均餘命、共病指標、慢性病、衰弱指標，第四章預防保健與行為中新增糞便潛血檢查、肺炎鏈球菌疫苗接種、流感疫苗接種，第五章醫療與長照中新增住宿式服務資源數及失智症獲得診斷及服務之比率，藉由新增以上10項指標之統計資料對高齡人口做更完整的了解。

序言／導讀
Population aging is a common problem and challenge facing countries worldwide. According to statistics from the National Development Council (NDC) of Taiwan, the population aged 65 years and above with household registrations in Taiwan reached 3.31 million people in March 2018, accounting for 14.1% of the total population and officially making Taiwan an “aged society.” The aging index (the number of persons aged 65 years and older per 100 persons aged 14 years and younger) has been continually increasing alongside the growth of the aged population, from 28.24 at the end of 1993 to 100.18 in February, 2017—that is, the population aged 65 years and older had exceeded the population aged 0–14 years. The index further rose to 107.45 at the end of March 2018, which highlights the degree of population aging in Taiwan. Taiwan is expected to become a super-aged society by 2026, defined as 21% or more of the population being 65 years and older.
