序言/導讀

In 2024, amid dramatic changes in the international climate and the ongoing deepening of democratic governance, Taiwan upheld the core philosophy of “Bolstering National Strength through Democracy to Enter a New Global Landscape.” With a commitment to prioritizing the well-being of the people, Taiwan continued to reinforce government functions and implement institutional reforms through the values of integrity and transparency in governance. As a result, Taiwan achieved outstanding performance in international anti-corruption rankings. According to the latest Corruption Perceptions Index (CPI) released by Transparency International, Taiwan scored 67 points and ranked 25th globally—surpassing 86% of evaluated countries. This marks a three-place rise from 28th in 2023, setting a new record high. Taiwan once again firmly holds a leading position among the world’s cleanest governments and continues to move toward even higher standards of integrity. Upholding the vision of “Clean and Competent Government, Transparent Taiwan, Integration into the Global Community,” the Agency has continued to implement internal self-assessment mechanisms in preparation for ROC’s Third Report under the United Nations Convention against Corruption (UNCAC). For the first time, the report adopted the format of the Self-Assessment Checklist issued by the United Nations. The Agency coordinated efforts among central authorities and local governments to jointly conduct self-assessments and submit an interim progress report, demonstrating Taiwan’s progress in anti-corruption work. In addition, facing global integrity challenges and the wave of new technologies, integrity-based governance must evolve with the times. The Agency has continued to integrate big data and artificial intelligence technologies to strengthen risk identification and prevention capabilities in high-risk operations, helping to eliminate potential corruption risks in emerging sectors such as the green energy industry. It has also gradually expanded the results of implementing the Government Procurement Integrity Platform and the Integrity Platform for Enterprise Services, enhancing cross-sector integration and the effectiveness of public-private cooperation. At the same time, integrity education—originally focused on young children and elementary school students—has been extended to high school and university levels, deepening awareness of integrity across all age groups and nurturing the values of honesty and ethics in students as they prepare to enter society and build their futures. To expand international cooperation and align with global trends, on December 9th, 2024—United Nations International Anti-Corruption Day—we hosted the 2nd Integrity Awards Ceremony & 2024 Taiwan Transparency Forum. The event brought together over 400 participants, including domestic government officials, representatives from non-governmental organizations, academics, and nine international guests from four countries, including Transparency International and Lithuania’s Special Investigation Service. These exchanges not only showcased the achievements of Taiwan’s clean and competent government but also demonstrated to the international community Taiwan’s commitment and accomplishments in transparent governance and anti-corruption practices. During the event, the Agency held a signing ceremony for the UNCAC Review Transparency Pledge, an initiative launched by the UNCAC Coalition, a global civil society organization advocating for greater transparency and public participation in the Convention’s review process. In the presence of Vice Premier Cheng Li-Chiun and Transparency International Chair François Valérian, the pledge was signed on behalf of Taiwan by Minister of Justice Cheng Ming-Chien and the Agency’s Director-General Feng Cheng, underscoring Taiwan’s strong commitment and determination to implementing the Convention. To further strengthen Taiwan’s anti-corruption legal framework, the Agency actively promoted the Executive Yuan-approved Whistleblower Protection Project, which culminated in the passage of the Public Interest Whistleblower Protection Act after its third reading in the Legislative Yuan on December 27th, 2024—advancing the protection of public interests. At the same time, the Agency amended the Enforcement Rules of the Classified National Security Information Protection Act by adding procedures for notifying authorities when personnel with access to classified information reenter Taiwan. Based on this, the Notification Form for the Exit and Reentry of Personnel with Access to Classified Information under the Classified National Security Information Protection Act was issued, clearly defining reporting requirements to monitor the contacts of personnel with access to classified information after exiting Taiwan with individuals from foreign countries, Mainland China, Hong Kong, or Macao. These measures are designed to enhance national security awareness and reinforce Taiwan’s classified information protection system. “Anti-corruption work has a beginning, but no end!” Only through continuous reform and innovation can public trust be earned. As society increasingly values transparency and accountability, Taiwan’s anti-corruption work is entering a more mature and diverse stage of development. Looking ahead, the Agency will continue to deepen collaboration with domestic and international partners, integrating technological tools to strengthen risk early-warning and oversight mechanisms, enhance administrative transparency, and cultivate civil servants’ integrity. At the same time, the Agency will actively cultivate an understanding of the rule of law and civic consciousness among younger generations, further fostering a culture of integrity in society. With the participation of all citizens, Taiwan’s integrity system will continue to develop toward greater openness, fairness, and sustainability, laying a solid foundation for building a clean, diligent, and excellence-driven government.
