In 2025, Taiwan steadily strengthened its capabilities in anti-corruption governance, and continued to build resilience amidst challenges. Anti-corruption has never been a one-and-done issue. It is a long path that requires institutional support, shared values, and professional practices. We must improve integrity governance through technology with an institutional foundation and a mission to protect people's rights. Only then can we hold the line of national integrity and increase the transparency of governance in an ever-changing global landscape.
Since its establishment, the Agency has always upheld the vision of "Clean and Competent Government, Transparent Taiwan, Integration into the Global Community." The Agency serves two functions: preventive anti-corruption and a specialized authority dedicated to corruption investigation, and is responsible for coordinating three major tasks: anti-corruption, corruption prevention, and corruption investigation, responding to the expectations of international society and citizens for a clean and competent government through concrete institutional reforms and practical results. In terms of international integrity assessments, according to the latest Corruption Perceptions Index (CPI) released by Transparency International, Taiwan achieved its best score ever with 68 points, ranking 24th globally and surpassing 86% of the countries assessed. This shows the high level of recognition of Taiwan's integrity governance in the international community.
The Agency prepared the Third Report under the UNCAC as part of its efforts to voluntarily implement the UNCAC, and once again was subject to scrutiny from various sectors in Taiwan and overseas. In addition, the Agency is building a whistleblower protection system and supporting measures in response to the "Public Interest Whistleblower Protection Act" taking effect, formulating a comprehensive plan from an institutional approach to create an environment with integrity where public servants "dare not be corrupt, cannot be corrupt, and do not need to be corrupt." The Agency is also improving the property declaration system for public servants and the mechanism for avoiding conflicts of interest. The 3rd "Integrity Awards" is a national award that encourages agencies to voluntarily improve their integrity governance. President Lai sent a congratulatory telegram to commend the Ministry and award-winning agencies for their outstanding performance, and expressed his expectations for the event to become a benchmark for the implementation of good governance, thereby enhancing the nation's competitiveness. In addition, the Government Procurement Integrity Platform continues to uphold the principles of cross-domain cooperation, public-private partnerships, and information transparency to safeguard major national construction projects.
The advancement of digital technology has made corruption more covert and complex. The Agency continues to refine investigative measures, conduct pre-investigations through the resident prosecutor system, and utilize big data analysis and AI-powered corruption prevention systems to improve the accuracy of case analysis and the efficiency of investigations. For high-risk areas such as green energy development, major procurements, and subsidy use, the Agency utilizes its corruption prevention and corruption investigation capabilities to conduct case review and integrated audits to strengthen risk management. In addition to uncovering leads and referring them for investigation, the Agency also attaches great importance to concrete reform suggestions that will help establish internal controls. This has become a practice that addresses both the symptoms and the root causes. There is no time to waste when it comes to the protection of national secrets and the security of government agencies. The Agency and government employee ethics units are working together to raise awareness and establish reporting and early warning mechanisms, review matters and personnel involved in national secrets, implement document handling principles, facilitate information sharing and collaboration between agencies, jointly address internal and external security challenges, and build a solid security network.
The changing international economic landscape and emerging digital technologies bring new risks and challenges. We must continue to direct our efforts to reform and innovation, and implement them at every level of integrity construction through the efforts of the entire anti-corruption team, thereby building a more resilient and democratic Taiwan. Taiwan's integrity has begun to stand out among democratic countries worldwide. However, anti-corruption work is analogous to a boat going against the current: if you stop moving forward, you will go back. We must continue to move forward and improve, and show the world Team Taiwan's value of integrity, so that we will become an indispensable member of the international community.
